ff12144269 fix(openai-adapters): Fix Vercel SDK test API initialization using beforeAll
The Vercel SDK tests were failing with 'Cannot read properties of undefined (reading chatCompletionStream)' because the API instance was created at describe-time but not properly available to tests.

Changed testVercelProvider to:
1. Use beforeAll() hook to initialize API after env var is set
2. Store API in a let variable that's initialized in beforeAll
3. Pass a factory function to testChat() instead of the API directly
4. Updated testChat() to accept either BaseLlmApi or () => BaseLlmApi

This ensures the API is properly initialized before tests run and available via closure.

c174c22a86 fix(openai-adapters): Remove afterAll cleanup that interfered with parallel tests
The afterAll() cleanup was deleting the environment variable after each
test suite, but multiple test suites (e.g., gpt-4o-mini and gpt-4o) use
the same feature flag. This caused race conditions where one suite's
cleanup would interfere with another suite that was still running.

Solution: Remove the afterAll cleanup. The environment variables are
already gated by API key presence and don't need to be cleaned up
between test suites.

b4e3c30f76 fix(openai-adapters): Fix Vercel SDK test suite API initialization
The testVercelProvider function was setting the feature flag in beforeAll()
and creating the API instance there, but testChat() was being called at
describe-time when the API was still undefined. This caused all tests to
fail with 'Cannot read properties of undefined'.

Solution: Move the environment variable setting and API creation to
describe-time (before testChat is called), matching the pattern used in
main.test.ts.
